GULC ('05) Section 3 alum here - I remember fondly your first year Government Processes class, which I suppose is part of the reason I'm reading this blog post today. Thanks for this informative post - the case looks quite interesting.

Could you please post a cite for the "A single power plant might kill billions -- yes, billions -- of fish in a single year." statement? By my quick calculations, even one billion fish per year is over 31 fish *every second*, 24 hours a day, all year round. While these plants take in truly stupendous amounts of water, that seems like an awful lot of fish. Can you explain a little more about the mechanism by which this happens? I'm sure there are lots of other curious folks out here who would like to know as well.
